DELAWARE TWP. — A $10,000 bill from a local elected official for a month-long wood chipper rental has been sitting in the Municipal Building since Dec. 13, but hasn’t appeared on any bill list. Mayor Roger Locandro is a farmer and owner of a tree service company. He allowed the township to use his Brush Bandit 280 XP chipper and then submitted a bill for $2,500 for each of four weeks.
